25% of all jobs are brand new type jobs that never existed before 1970. (then he says take that John Kerry on losing jobs)

I take away that working people need to continue to educate themselves to stay on top of current job requirements. Those surplused do need retraining but those jobs may be in a different area of the country, so relocation may be necessary.
Perhaps a some of the unemployed are unwilling to learn a new type job, relocate and are permanately on the roll call of unemployed looking for work.
