The key here is sentiment among citizens of South Korea. More than half of South Koreans regarded the North as a poor neighbor that needs to be helped, not as an old enemy from the Cold War. This was also the view of Nobel Peace Prize laureates Kim Dae-Jung and Jimmy Carter, as well as much of the U.N., so that had a lot of influence on the decisions made by the South Korean government.

I don't think that's the case anymore, even though there are still some idiots in South Korea who are harboring fantasies of a united nuclear-armed "Pax Koreana."
