Put yourself in Saddam's place. You would construct as many bunkers as possible to attract the precision-guided munition and would ride somewhere in a 'soft' place.

Then word would get out that he was in a certain bunker, which had the double effect of:

Attracting the first salvo of precision-guided bombs PLUS getting the knowledge that someone within his circle was leaking out information.

As a result his circle became even tigher and his movements even more controlled and calculated.

Don't you rememebr the mock tanks that were attracting the fire of the US in 1991?
