As it turns out, they might not have been doing that. Since this came up, I tried to find sources for exactly what NK was doing. Apparently, the Bush administration just announced that they were enriching uranium and didn't offer any proof. In addition, there are many who were dubious that NK had access to the technology to enrich uranium. It is not like you can build those centrifuges in your garage. But, in those innocent days, I was more likely to take the administration at their word...
