Wayne, it turns out it is closer to $5 million from the transportation bill:

This money will be a real bonus as it is a grant, not a loan. That means there is no payback - NYRR gets to keep it. It will really boost carrying capacity. I think that this will be a bigger boost to NYRR than what most people expect. A $5 million grant is like $25 million in gross income - on top of everything else.
