No Kenneth. There is no doubt the alternative energy R&D expenses dropped in the 80s to a trickle due to very cheap oil. Nobody was prepared, just talk. The only reason Carter wanted R&D was due to the fix he put the country in. Congress has been the fault here and now private industry is running the bulk of the R&D as is expected. It has jumped over 1.8 billion in 2008 already.

Attempting to find anything remotely positive about Carter's administration is simply what you accused me of doing. You are determined to find something good about that jackass. Economically and militarily he was a serious problem. His near destruction of the CIA crippled the US to this day.
