I'm sure you know but relay is most likely easiest to get to. Check power going in and signal. If bad ECN or wire, if good then head to the pump and hope it's easy to get to and check power there.
In the KISS principle, if it's a Ford (and maybe some other makers), make sure the safety trip switch isn't set. Just going over a bump can make it shut the pump off thinking it might be in an accident. The reset is usually behind a panel in the trunk or on the side panel under the dash.
