A government-run plan, similar to Medicare, would be set up to compete with private insurers.

They will "compete" with private insurers the same way Tennessee Valley Authority "competed" with private utilities back in FDR's days. The government plan will be subsidized - and the table will be heavily slanted towards an eventual takeover. And, of course, this will be more than a health plan - it will also serve as a conduit for government sponsored experimentation in what constitutes healthy living, hygiene, and so forth. It will be a vehicle for change we can(t?) live with.
