China fears its own people most of all

By Thomas P.M. Barnett

ARTICLE: "The Power of Grieving Parents: Out of respect or fear, the Chinese government steps lightly after tragedies," by Ariana Eunjung Cha, Washington Post National Weekly Edition, 6-12 April 2009. Link

Good description of spontaneous self-organization from below that scares the Party, so it pursues its usual mix of accommodation and aggressive persecution of certain leaders. The bad news: China's government is very adept at this approach. It fears social anger most of all, so it takes it very seriously. The good news: As these situations multiply, the people get more adept and self-confident in pressing their demands. Great powers beget great peoples, as ambition is contagious.
