Sure you can say that!

I think about the south Sea island tradition of a young woman giving a sea shell or bird feather to her choice for mate... to indicate acceptance.

Maybe voters should be issued one sea shell... and carry it around with them all year. They could only vote by showing the sea shell (I can see people rushing home on election day saying "where is that damn sea shell!")

Bet people would be more serious and careful about the important task of voting that way... and the ones who couldn't vote because they lost their shells?

Well, screw 'em! (And I bet they'd guard their new shell more carefully the next year.)
