I agree with your point, but the fact remains that left unchecked we'd have the whole Great Plains strip-mined and smelters would kill vegetation around every power source big enough to run them. We'd have mini-ranches in what we now call Wilderness Areas, just so people with enough mojo could get away from all the mess they created. The rest of us would just have to live with it.

The National Forest System was profitable until just a couple decades ago. TR started that. Now it's being converted to a sort of National Park System and has been below-cost since that started.

They did the best they could with what they had then.
