Tom - actually if the quote is accurate, Cho Min-lae said "after the Fall of 2003". That looks like 2004 as a goal only, deferring WCDMA implementation into the distant future, thus giving CDMA2000 more than enough time to prove itself economically. The Ministry wins. SKT wins. Q wins. Face saving way to follow the Ministry's guidance, and all recent statements become accurate. Best, John
