Huh? Blue Cross doesn't need R&D. I wasn't suggesting that they did. Only suggesting that the government negotiators would not be receptive to any padding. "R&D" was meant to convey "extras." Do they allow them profits for R&D? The answer is "no." There's a fixed allowance for overhead and profit in government contracts. Not enough to bring new drugs to market.
