Actually, I don't think PMT ever claimed their process eliminates the need for CMP in all cases.

Inre to using a new insulator: I think you've raised an interesting question that doesn't necessarily amount to an insolvable problem. I haven't seen the text of their report, so it's pure speculation at this point.
