It is semantics since in this case with the enemy hidden there is no fixed point in time when victory can be claimed, only a reduction in incidents. When the BUsh report says the incidents are fewer, it goes to say that progress is being made towards victory. The American public is not a moron to be engaging in semantics. They know whether progress in the war is being made or the reverse is true.
