It depends. For example, the Brits are complaining that we pressured them to shut down the liquid explosives bomber way too early. As a result, they didn't have the opportunity to see if they had any real contacts and who they might be.

In general, decisions should be made based on the judgement of the law enforcement professionals instead of for political reasons. Basic competence demands that.
