Limtex: Chinese mind quite different from American-
The US relationship with China or any Eastern country will always be difficut:
1) Chinese have studied the art of the advantage for thousands of years and practice it almost unconciously in their dealings with outsiders.
2)They strongly believe success in dealing w/ potential conpetitors is based on deception. They will create an illusion to disguise reality.
Somehow Americans at large thing spying is a nasty, underhanded business. The average Chinese sees it as the normal thing to do. Certainly they will be opportunistic if the US is run by fools unable to protect their most valuable secrets.
3) The US legalistic approach to things seems strange to them. For them agreements can/should be renegotiated if they feel such agreements have turned to their disadvantage.
4)Are generally vengfull and never forget or forgive
a. Permanently distrust the Japanese for the many brutalities in
WWII & before.
b. Distrust Europeans for their economic/political domination of
China for 100's of years.
c. I am sure they view current NATO adventure in this light

US really should attempt to avoid getting put in this category. We should fall all over ourselves to make ammends for the Embassy bombing and atone for killing their 3 reporters. I am sure many Chinese feel it was no accident.
5)Chinese are strong believers in the superiority of their race. This is not an emotional issue with them--just a natural way of looking at the world when you live in a country w/ a proud 5000 year old past.It is not right for their people to remain permanently behind the west--for them engagement w/ the West is a strategy to strengthen technology, political clout, military strength. Probably it doesn't mean they want to sieze more land. They feel themselves to be one people no matter where in the world they live--period. Naturally, finding themselves in an inferior position, they will steal shamelessly whatever thay feel it takes to position China in what they view as their rightful place in the world. Military secrets, intellectual property, knowledge of all kinds.
5) We have too much in common to disingage our relationship--we should blame Janet Reno if we are too incompetent to guard our secrets.
a. Chinese are talkative and tend to appreciate Americans'
talkative nature
b. Have the strongest of family and educational values. Some of us
Americans appreciate this.
c. On a personal level, they are capable of the strongest of
friendships. Now, you may expect to be asked to perform some
very costly or valuable service for your friend. But they will
reciprocate.
6) Thus engagement and integration of China into the world economy is still the only sane course to follow.
