Because sometimes you just don't have a decent candidate. Or they strangle their mistress or something else colorful. You then lose that seat, and given the difficulty in overcoming an incumbent, they wind up not contesting there any more.

BTW Carville [I don't remember his first name] is calling for the firing of Howard Dean. Can you believe it? I've seen this Carville on tv.......given his attitude and demeanor he's the closest the Dems have to a GOPer. I am sure there is a power struggle between he and Dean but hell, why would you suggest such a stupid move at this point. I know its been said before but power corrupts.
