Cellular Operators Justify Blocking

Monday, January 13, 2003

In an open letter to the TRAI, cellular operators have expressed deep anguish at the recent TRAI directive to cellular operators not to block calls originating from Tata Teleservices networks. TRAI had asked all cellular operators to comply and report in three days time. Cellular operators have specially pointed out to the access charge (1.20 paise per call) that has to be paid by a GSM subscribers calling to a PSTN apart from the airtime charges. They want waiver of this access charge. The operators argue that WLL-M subscribers pay only airtime charge for any call they make. While accepting that WLL-M is more affordable, operators in this letter, has ascribed this to TRAI’s discriminatory regulation instead of any march of technology. The letter goes on to talk about the Rs. 9000 crore which GSM operators have paid vis-à-vis WLL-M operators who, according to the letter, have not a single paise. Operators have also expressed anger at the way TRAI has kept mum over the offer of operators to match WLL-M given similar license conditions.
