A document that states unequivocally what are the acceptable parameters that will determine whether we go to war or not. A document that must be subjected to a popular vote.

I still like the idea of the draft, and also a supplementary real time tax to pay for the war. You codify that, and people will think long and hard about the cost/benefit relationship.

There are justifiable wars and unjustifiable wars. As an example, I think US citizens would have supported Afghanistan even with a tax and a draft... but no way do I think they would have supported Iraq under the same conditions.
