Correct me if I'm wrong, but...

The 3GPP2 CWTS proposal is a convergence proposal - that appears to meld the two. It appears from the proposal that China needs 1x algorithms to make their standard proposal function.

You state that 3GPP proposes harmonizing UTRA's TD-CDMA and Chinese TD-SCDMA. I understand harmonization to involve making them compatible - this seems hardly a symmetrical commitment. Besides - it appears that China (those algorithms again) may well need QCOM to have a standard to make compatible with UTRA's. (For that matter, China may well perceive TD-CDMA and Chinese TD-SCDMA compatibility as opening an option for China to export its Asia-dominant standard to Europe!)

Why would China propose this convergence with Q - if not out of necessity?

It appears to me that the resultant relationship between Q and China would be exponentially stronger than between China and 3GPP UTRA's.

Also, the core reason for China to have its "own" standard (aside from national pride) is to provide itself "home court" technology advantages. Why would China use wCDMA internally if it has its own 3G standard as an option? If China uses its own standard internally, how will Korea, Taiwan, Hong Kong, Japan (other than NTT) and the remainder of Asia not respond in kind to a China/QCOM convergence within the potentially largest world market?
