ETSI is the key to Europe. ETSI is GSM. All GSM/GPRS/UMTS standards work was moved to 3GPP EXCEPT those portions of the standard that relate to EU regulatory issues (that is the ETSI Project EP-UMTS domain) and standards work for SIM, USIM, R-UIM (which is in SMG9.

Until CDG & Qualcomm roll into 3GPP and ETSI remains a 3GPP2 Observer, as TIA is in 3GPP, the gates to Europe are padlocked. This is not just about technology.

It has 2 (of it's own) modes of the standard to deploy. Prior to this they only had ownership in one, the 3GPP one.

Remember this China is FORCING convergence. Price of Admission to what will be by 2004 the largest cellular market in the world.

China already the largest GSM market in the world and Chinese carriers a most loyal and active part of the GSM worldwide community, and original member of 3GIG, and 3GPP (both the carriers and the SDO).

China will use either of its own standards internally.

Thats the beauty of the Global Initiative and interoperability brought about by harmonization.
