Common sense won't allow that to be done. If the purpose of removing Saddam's regime is to liberate the poor oppressed citizens of Iraq, your plan can't include killing 90% of the citizens because they happen to be living in the same city as some members of Saddam's regime. The problem with the Powell doctrine in Iraq is that there is no clear enemy to overwhelm and destroy. The "good guys" and the "bad guys" are indistinguishable until they start firing at you.
