It was by filing ethics complaints against other REPUBLICANS! Then she changed the process to make it easier for the public to file ethics complaints. Now she's a sitting duck while the ankle biters use her own ethics process to strafe her from all sides. She badly alienated the legislature, so they're watching her predicament with considerable amusement. After she's gone they'll likely tighten up the process. Such are the perils of being a political maverick.
