The Stingers made a huge difference. The Soviets were heavily invested in tanks and helicopters. Especially helicopters, they saw them revolutionizing the battlefield like tanks and trucks did in WWII. But, as they learned, helicopters are extremely vulnerable to Stingers, and Stingers are cheap. So their entire strategy fell apart. With the wheels coming off their economy, the prospects of revamping their military was a big thing to face.
