The Social Security surplus should be saved up for Social Security only. Instead, we're using that surplus to make up for some of the budget deficit. If we didn't, Bush's deficit would be much bigger than what is actually stated and Clinton would have never had a surplus to brag about.

OK...agreed. Borrowing from the SS surplus that is.

True for Bush...Clinton came close in 1999, and I think actually achieved a true (non SS fund aided that is) surplus in 2000, but I am not sure. In any case it's a far cry from where we went as soon as bush took office.
