Powell probably THOUGHT he'd be calling the shots in the State Dept coming in, with a President that had never even been overseas. Gates KNOWS he'll just be taking orders, and any unwanted suggestions will be round-filed. I can only think that he believes that he can somehow salvage the situation within what Bush allows him - which is nuts. Either that, or he believes he can change Bush's mind, which is even nuttier.
