How does any contract get effectuated? The parties sign. Somebody notarizes it. Or you go to a Unitarian church or some other comfortable "religious" venue. And then there's always the ship's captain. Or you could plan a wedding shindig at your local Jamaican restaurant and jump the broom. Other options would spring up in the marketplace. If you care about getting married, you would find something suitable.

And wouldn't government end up being involved in the marriage anyway if the contract ended in an irresolvable disagreement of some sort,..

Yep, the government can get involved with contract disputes as it does now. But it's not involved in making the contracts, only the disputes. Or there's arbitration or mediation...
