Home building has slacked off here in recent years, but there's plenty of remodeling thanks to three state-funded home energy efficiency programs. I qualified for the maximum $10K in a non-means-tested rebate program. Some folks in my neighborhood of 50-year-old homes are using the $10K as seed money for extensive remodeling. Instead of just a new furnace and better insulation/windows, they're spending $100K-$200K on major do-overs.

I think the cap & trade bill has energy retrofit funding, so that might kick in next summer if it passes. The problem is that the feds would have to borrow the funds, whereas Alaska already has the funds in the bank.
