Part of the problem is that the government is in control of a group who feels that governments are fundamentally incompetent. So why bother searching out the most competent people when literally anybody will do? And if that is the case, why not appoint people based on patronage and their personally loyalty to the chief executive?

Combine that with a chief executive who feels he is favored by a God who will intervene to see that he doesn't screw up too badly, and it all begins to make perfect sense.

Personally, I find George talking about how he can feel people praying for him a little creepy. Isn't that a power of deities? Does he feel that he is some sort of minor god now?
