In general, stock buybacks are very positive for a stock, and it is an excellent way to provide stockholder value. The most important aspect of this however, is how and when the stock will be accumulated. Often times, there is not a timeframe attached to the buyback and the accumulation takes years and in many cases never materializes. For all you buyback fans out there, what you are looking for is a "dutch auction". It is an immediate purchase at a set date regardless of share price. This usually "spikes" the stock significantly. Very few companies "dutch auction" because they want to wait for weakness in the stock, as would we. Overall, if management executes the buyback strategy either way, there is less supply to meet hopefully the same or increased demand thus boosting the stock price.
