I gained a few useful insights from this article and its accompanying pdf.

Several applications come to mind. One is the use of "passive" optical fiber sensors placed vertically throughout a hi-rise building to test for environmental and security conditions in stacked equipment and electrical closets, elevator shafts, and so on, to accomplish essentially what is now being done through the use of active electronics installed in every target area. There are also a myriad of applications emerging today for optical sensors in various forms of smart grid applications as well, both in subscriber locations and in the transmission and distribution segments of the larger grid tied into SCADA systems, as the pdf also mentions.
