Medicare already rations care, refusing, for example, to pay for virtual colonoscopies

Bad example. Medicare SHOULD refuse payments for virtual colon studies. They offer no cost or effectiveness advantage compared to traditional examinations, and when there is and question whatsoever raised by the virtual, the traditional fiberoptic exam becomes a necessity.

Those who want CT colonoscopies can have them - they just have to pay for them.
