Japan's government refuses to let the natural order of things dominate so there could be more downside for them. Next thing you know, all the 'public' company ADRs will be in the hands of governments! Me thinks their govs associate a strong economy will their own strength so they feel the need to artificially prop their markets. Asia, in general, seems to have this problem.
