Sprint PCS Ready to Upgrade 911 Technology in New York City

Sprint PCS, the service provider who handled the call a now missing teenager placed to 911, said it is ready and able to provide its part of the technology that could give location information on callers using cell phones to dial 911. The teen called 911 from a small boat that was taking on water in Long Island Sound. The call was mishandled at the 911 dispatch center, and there was a delay in sending rescuers. The teen and three others who were in the boat have not yet been found. Since 1991, New York has collected some $162 million in surcharges on cell phone service, but the state spent the money on other services and has made little progress in implementing wireless 911 location technology, which requires system changes at the wireless companies, the local phone companies, and at the 911 dispatch centers. Both Sprint PCS and AT&T Wireless said they had received no requests from New York City to begin implementing the l ocation service. City officials say they are years away from implementing the technology. (Source: AP)

I wonder if AT&T, or T-Mobile, or Cingular would have been able to say "it is ready" .. in Long Island Sound, where this unfortunate teen drowned? Each may have just dodged the first bullet in a hailstorm of E911 tragedies about to unfold, IMHO.

First .. Why aren't the carriers ready?
Then .. Why aren't the GSM/WCDMA carriers ready?
And then .. You mean it won't work when I'm only in range of two cellsites?
And finally .. Why is the location accuracy with my AT&T (T-Mobile and Cingular too) cellphone so much poorer than with my neighbor's Verizon (Sprint PCS too) cellphone?
