To quote Colin Powell, "you break it you own it". He should have spoken the truth - "If you break it, then it's broken, and we'll leave". But frankly, we "failed them" the day we invaded. Not at all. We removed their hated dictator from power, and it was a resounding and complete success. The part where we are then supposed to leave and hand them their own country to run is where the failure is occurring, and they are failing themselves much more than we are failing them. There has to be some point in the evolution from oppressed population living under a ruthless dictator to free society where the society becomes responsible for their direction. They aren't children under our parenting responsibility - they are adults responsible for their own decisions and actions.
