Seems to me the value of the anecdote is the acknowledgment that people who can will find ways to jump the system.

I don't know how corrupt such a system might be or how much corruption would be tolerable just as we tolerate noise in all systems. But it's naive to think that there wouldn't be different classes of treatment. They may not be based on wealth, as they are now, but rather on some other kind of power. Or wealth may still be the class determinant. Hard to anticipate. What's not hard to anticipate is a certain amount of inequality.
