Cop apparently thought he was trying to dispose of the "evidence" by swallowing it.

In the interest of accuracy, crack cocaine is cocaine with the salt removed and doesn't dissolve in water. It is smoked.
It would not be unusual at all for someone to carry crack in their mouth, although it doesn't smell or look like a mint.
