From what I gather, there's nothing in the Utah statute that bars the practice, so, it's NOT illegal. The state AG did look at it. It was the AG I heard the story from on a call in radio show. He didn't seem concerned, and said if people didn't like it, they should get the law changed..

Or go whistle..
