I agree completely. The rational step is to make it illegal for any individual, at any moment, to be more than three feet off the ground without a federally-issued license.

And then, recognizing the complexities of that sort of decree - necessary as it is, lest people for a moment be charged with taking responsibility for their own actions and safety (and because there are parts of daily life that invariably take us more than three feet above level ground) - we'll have to set up an expensive, redundantly-staffed, and sluggish regulatory body to police it. 'Altitude infractions' will be levied against ladder traffickers and height freaks, and academics will debate the public policy implications of private radio stations broadcasting dangerous songs like "Stairway to Heaven" and "Higher Ground" in televised Congressional hearings.

First order of business: does anyone have any nominations to head the new Bureau of Vertical Positioning? A former airline or escalator industry executive, perhaps - and preferably one who's rather tall?
