This sounds like more bad news for the long distance companies in
the near term:

FCC Chairman Reed E. Hundt wants only a modest reduction in the steep
access charges that long-distance companies pay local comanies for
the use of their networks. The long-distance companies want steep
cuts but the high charges help subsidize service in high-cost rural
areas.

(IMO, the mergers between the Bells and some of the other telcos
is more bad news for T and the short term outlook is pretty iffy--
I don't think anyone should consider the dividends safe since if
T's own forecasts of lower revenues of correct, cutting the dividends
is one alternative--if they do that, though, the stock will get hit
even more.)
