I think the deal will happen.

However Portland does not use TSMC's 0.18 micron process or same equipment set.

TSMC tries to run the same process at its multiple fabs although the equipment set is not absolutely identical.

However this is not a deal killer.

I think the Portland Fab is less than 40% facilitized so the buyer can bring in their own equipment and run their own process for the balance of the capacity. This save at least 2-3 years if someone is looking to build from scratch.

Also the buyer gets to sell NSM wafers and additional foundry services over time so it should be a win win deal all round.
