Dave:

Some of the e.brokers like Schwab offer access to certain IPO's for their heavy traders (Schwab 500 members) but you have to call in your order (they're trying to get approval for online IPO orders). On popular IPO's (like the recent INSP), it's difficult to get through on the phone and you must call a specific 800 number. I check out all the IPO offerings but don't buy that often -- it's tricky business and if you "flip" the shares, they'll take that into account -- negatively -- on future IPO deals.

Good luck!
