I believe, nothing should be done, or can be done, in fact. As long as it is likewise "cheap" to print artificial prices, and if everyone is aware of that fact. If practises which come close to manipuation are forbidden, big funds will find other means to manipulate, and I doubt it will be cheaper...

Those gullible folks who "buy" at inflated end of quarter prices shall not trade but invest into CDs.

As for the barking, it is only to calm...everything will be done, we just don't exactly know what and how...

It is useless to double the speed if you are running the wrong way.
