Wireless can be made out of gelware, (FPGA and other flexible stuff)Wireline is made of hardware, (inflexible analog cards and inflexible software). Could you imagine a AXE switch being upgraded over the Internet? How about wireline makers trying to entice operators to invest in an upgrade to support 20 year old PABX functionality? These functionalities we take for granted in GSM.

If you would be Ericsson you would be putting your money in gelware or in hardware? I think ERICY is putting their money in gelware.

Does anybody think it is sensible to use 64 instead of 8Kbit/s to transmit voice?

The PSTN is under attack by wireless and not by data. The telephones lines will be there but the minutes (traffic) will be over the air interface.
