On lvl 2, if the GSCO ask is above the going ask, then GSCO isn't selling (who would pay GSCO's price, when you can get the same shares cheaper from another MM). Also, you can look at the time of last trade. Often this week, GSCO has lagged behind others, indicating it is basically not in the market for minutes (even up to an hour) at a time. When GSCO wants to trade, it makes the bid/ask band quite tight, and right at the going bid/ask.
