The Chinese, of course. Think China won't be in the business of nation-building on the continent? Dream on. Don't get me wrong. I'm not saying China wants to do this. I'm saying China will be forced into it. That's why the biggest missing discussion right now in the system is the lack of dialogue between China and the U.S. on Africa.
