Your personal analysis does hold some water. Running with known equipment may be the best way to pass FDA. Plus if you have to buy new equipment, why not put some (new) at both plants. I worked for a company that did the following scene. Moved old equipment to new building. Refurbished old areas (floors, walls, lights, etc) so it was top rate for FDA. Moved Old equip B into refurbished area, and so forth. By the time they were done, (four equipment moves) all equipment was moved, all floors, walls, lights etc were they way they wanted it and new building was 50/50 old new equipment. The whold operation looked spotless and ran better, but boy oh boy did they loose production.
