--Is ASND's invention vis. eliminating the look-up bottleneck still proprietary?

We're talking about the internal workings of a high speed router. Every router vendor has their own proprietary hardware and/or code. The QBRT is the name given to the hardware that does route lookups in the GRF products. Do you mean ''is Ascend selling this technology?'' I believe the answer to that is no.

--Do you have an idea how other manufacturers have attacked this central problem?

Faster processors, faster memory, better route lookup algorithms. Example: there are two articles in the Proceedings of ACM SIGCOMM '97 Conference (October 1997) that discuss better algorithms for fast route lookups. Some are also pushing for new/different routing protocols. See Tag Switching.

--Does the inclusion of full lookup table data and parallel processing in each card have a down side --perhaps in cost?

Yep. Two I can think of off hand... you've got to put a forwarding engine on every interface and you have to worry about how long it takes to move a packet from one interface to another. Note: I believe these same problems exist to some extent in all fast routers.

--Sounds like a great application for ASICs. Any idea who makes them?

Don't remember how it is implemented.
