I think the blackout period is a pretty moot point. The only people who have any shares of R stock are active Kiewit employees who had any C stock as of January 1998. One of the conditions of the R stock was that it could not be traded for D stock until something like 2007 or the employee no longer worked for the company. Anyone who was contemplating leaving the company anytime soon would have rolled their C stock into D stock this past year (like I did). By rolling into the D stock they no longer have any shares of C and subsequently were never given any R. Anybody with R stock plans on being around for a while and will hold the R. At least thats my thoughts anyway.
